The deceased benefits from righteous deeds dedicated to them. As for reciting Surat al- a specific number of times and calling it "al-Ataqah" (the Emancipation), there is no reported tradition for it. However, there is no harm in doing it as long as it is not intended as a or a means of drawing closer to Allah through the specified number, but rather as an act of recommending good and obedience. Fulfilling this recommendation is an act of kindness, not an obligation.
