What is the ruling on selling land, equipment, and money granted by the state as agricultural support after a period of obtaining it?

If the land and tools were a gift without conditions, then the recipient is permitted to dispose of them as they wish, whether by exploitation, sale, gift, or charity. However, if the state stipulated conditions and the recipient accepted them, then he must fulfill them and is not allowed to change them, based on the Prophet's (peace be upon him) saying: "Muslims are bound by their conditions, except for a condition that prohibits what is lawful or permits what is unlawful."
