What is the ruling on a person selling documents pertaining to a rural dwelling granted to him by the state to another, so that the second person may build it on land not owned by the state?

It is obligatory to adhere to the conditions of grants and donations given to farmers, as long as they do not violate Islamic law, because Muslims are bound by their conditions. After its قبض (receipt), a gift becomes the property of the recipient, who is then permitted to dispose of it. However, selling a gift before its قبض (receipt) is a matter of scholarly disagreement.
