Is it permissible to buy land designated for graves and resell it at a higher price?

If the cemetery land is endowed (waqf), it is not permissible to buy or sell it, because it cannot be sold, inherited, or gifted. However, if it is not endowed and a person legitimately buys it from its owner, then there is no impediment to buying and selling it for the agreed-upon price.
