What is the correct and detailed jurisprudential ruling concerning honor crimes, especially since the accusation is leveled against Islamic jurisprudence?

Murder is a grave crime. Islamic law has laid down conditions for the application of hudud (punishments) that lead to the taking of a life. Individuals are not permitted to carry them out themselves without referring to the ruler, because allowing common people to execute these punishments would lead to corruption and disorder. Thus, for a father or brother to kill his daughter or sister based on the slightest suspicion in the name of honor, without verification or investigation, and without referring to the ruler, is contrary to Islamic law. The ignorant person kills an unmarried woman, which is as far as can be from Islamic law, for if a virgin commits zina (unlawful sexual intercourse), she is not killed; rather, she is flogged a hundred lashes and exiled for a year.
