Ta'zir has two meanings: First, support and exaltation, as in His (the Most High) saying: "That you may believe in Allah and His Messenger and support him and venerate him and glorify Him morning and evening." [Al-Fath:9]. Second, discipline and prevention, which is why striking less than the Hadd punishment is called Ta'zir.
