The answer

There is no obligation for the pilgrim in the state of ihram to perform ghusl (ritual bath). Rather, ghusl is recommended for him if he is able to do so and it is easy for him, and wudu (ablution) suffices. The people of knowledge have unanimously agreed that entering into ihram is permissible without ghusl, and that it is not obligatory, except for a menstruating woman and a woman in post-natal bleeding.
