Wording in the present tense, such as "you will be divorced" or "I divorce you [future]," does not effect a divorce, because it is a promise of divorce and not an explicit divorce. These phrases are allusive (kinayah) and require the intention for a divorce to occur. If he does not intend divorce at that very moment, then it is a mere promise by which nothing takes effect.
