Is it permissible to send a picture of the body (without the face) for the purpose of marriage to a committed and serious man, knowing that he is in another city and is seeking marriage, and he requests a physical view without the face, and would the harm be negated by that?

It is not permissible for a woman to send her picture to a foreign suitor if details of her body are visible in it, even if she is wearing modest clothes, because what is permissible for the suitor to look at of the fiancée are only the face and hands. If the suitor wishes to see more, he can send a trustworthy woman to look at the fiancée and describe her to him, as stated in the Sunnah of the Prophet.
