Is it permissible to complete university education in a Western country, given the poor quality of education and the mixing of genders in local universities, with the exception of Al-Azhar?

It is permissible for a Muslim to study beneficial sciences in Western countries if he is secure from temptation and able to openly practice the rituals of his religion. However, for one who fears temptation for himself, it is not permissible for him to travel, due to the saying of Ibn Hajar: "And Abu Dawud narrated from the hadith of Samurah, مرفوعا (elevated to the Prophet): 'I am free of any Muslim who resides among the polytheists.' This is interpreted as referring to one who is not secure concerning his religion." Residing in non-Muslim countries entails risks to one's religion and morals, therefore, one should be keen to reside in Muslim countries, as the soundness of religion takes precedence over the soundness of worldly matters.
