What is the ruling on traveling to a non-Muslim country for the purpose of study, given that the same field of study is available in Arab countries?

If the opportunity for study is available in Muslim countries, then pursuing it there is better and safer. Nevertheless, it is not forbidden in non-Muslim countries, except in a country where one cannot openly practice the rituals of the religion, or where one is not safe from temptation for oneself.
