Is it permissible to travel to non-Muslim countries—such as America—to seek beneficial knowledge that surpasses the level of education in Muslim countries, with the intention of later benefiting Muslims with this knowledge?

It is permissible to travel to a disbelieving country for study, provided there is security from temptations, the ability to practice religious rituals, and the unavailability of the required knowledge in Muslim countries. Upon fulfilling the purpose, one must return to Muslim countries to benefit them with the knowledge. The Permanent Committee stipulates that the Ummah must be in dire need of these sciences, and the Muslim must be fortified in their faith and not fear falling into temptations. If these conditions are met and the intention is to benefit Muslims, then travel is permissible.
