What is the ruling on providing a browsing program if it is used to browse pornographic websites or anything that displeases Allah?

The ruling is based on the preponderance of suspicion. If it is highly probable that the program will be used for impermissible matters, then it is not permissible to enable its owner to use it. However, if it is highly probable that it will be used for permissible matters, then there is no harm in that. If its owner uses it for something forbidden, then the sin is his alone. "What is considered hinges on the preponderance of suspicion." This ruling is general for means that can be used for good or evil.
