Is it permissible for a woman to be photographed with rulers (a king, an emir, a sheikh, a president) in a fleeting manner in public places?

A woman's modesty and character, imbued with shyness, earn her awe and dignity. This is evident in the words of Allah Almighty: {Then one of the two women came to him, walking shyly.} [Al-Qasas: 25]. Omar interpreted this verse to mean that she came walking, covering her face with her garment, not being a brazen, frequently outgoing and incoming woman. Based on this, a woman's endeavor to be photographed with officials in public places contradicts these meanings.
