Is it permissible to recite Qur’an over water for one's brother to drink, and is that considered a protection for him, or must he recite it himself?

It is permissible to recite the Quran over water, and this action has been narrated from Imam Ahmad and Ibn Al-Qayyim. Ibn Al-Qayyim mentioned his personal experience using Al-Fatihah for healing from pain and drinking Zamzam water after reciting Al-Fatihah over it for treatment. He also narrated from Imam Ahmad that he used to recite over water and instruct his son to drink from it and bathe with it, and he would drink Zamzam water and seek healing from it.
