Must a wife be obligated to wear the niqab, given that she sometimes wears a head covering from which some of her hair or neck is visible, and she rarely wears the niqab?

There is no blame on you regarding your wife wearing the niqab. The obligation of covering her face in the presence of non-mahram men is the opinion we issue fatwas upon. This becomes even more emphasized if you command her to do so.
