Is it permissible for someone who has prayed Jumu'ah at the first time to pray Jumu'ah again with another congregation with the intention of a voluntary prayer?

Jumu'ah prayer is not valid except in congregation. Its repetition is a matter of scholarly disagreement:

The Shafi'is: They permit repeating it for someone who prayed it in one place then caught another congregation, and it becomes a supererogatory prayer for him.

The Malikis: They dislike repeating it for someone who prayed it in congregation, and this is the madhhab of Ibn 'Umar.
