What is Salatul-Istikharah, what are its conditions, and is it permissible for a person who is not regular in prayer to perform it?

The description of Salatul-Istikhara (the prayer for guidance) has been previously provided in fatwa number 32323. A person who is not regular in prayer can perform it. However, Allah's guidance and success are more likely for those who observe Allah's commands and adhere to His law. A Muslim should be diligent in their prayers because it is the greatest pillar of Islam after the two testimonies of faith, and it is a connection between the servant and their Lord. If one's prayer is sound, the rest of their deeds will be sound. It is the best of deeds, as narrated in Sahihayn from Abdullah bin Mas'ud, who said: I asked the Messenger of Allah (peace and blessings of Allah be upon him): "Which deed is best?" He replied: "Prayer at its appointed time." I said: "Then what?" He said: "Kindness to parents." I said: "Then what?" He said: "Jihad in the way of Allah."
