Is it permissible to say "You are my love and my harmony with the universe, and but for You, the matter would be chaos" in a hymn describing the relationship with God?

There is no objection to the words mentioned, except for the phrase "for You are my passion." It is inappropriate to supplicate to Allah Almighty and address Him with such a word.
