What is the ruling on supplicating with the phrase: "May Allah have mercy on them, if they were Muslims," and "May Allah grant them success, if they were Muslims"?

It is not permissible for a Muslim to supplicate for non-Muslims for mercy and forgiveness, based on the Almighty's saying: "It is not for the Prophet and those who have believed to ask forgiveness for idolaters, even if they were relatives, after it has become clear to them that they are companions of Hellfire." However, it is permissible to supplicate for their guidance and well-being in this world.

As for Muslims, it is permissible to supplicate for them for mercy, forgiveness, and all good in this world and the Hereafter, and there is no need to restrict the supplication by their being Muslims. If the supplicant is unaware of the condition of those for whom he supplicates, it is permissible for him to supplicate for them for mercy, conditioned upon their being Muslims.
