Is it permissible to pray Istikhara to determine a religious ruling, such as whether a divorce has occurred?

"Istikhara is not prescribed for discerning a religious ruling. Rather, it is for matters where the correct course of action is unknown. The way to learn religious rulings is by asking people of knowledge. If the people of knowledge differ, then the obligatory action has been clarified in a previous fatwa."
