Do the Prophet's (PBUH) words "he stood with us" mean standing at Muzdalifah or Arafat, and do his words "until we depart" mean departing from Muzdalifah to Mina or from Arafat to Muzdalifah, and is his statement "and fulfilled his personal needs" a declarative statement with the meaning of a command or recommendation, and does it mean removing dirt and filth?

By reviewing the context of the hadith of Urwah ibn Mudarris, it becomes clear that the Prophet, peace and blessings be upon him, said: "Whoever attends this prayer of ours and stands with us until we depart, and he had stood before that in Arafat, by night or day, then his Hajj is complete and he has fulfilled his needs (tafath)." The prayer mentioned is the Fajr prayer in Muzdalifah, and "standing with us" refers to staying in Muzdalifah until departing from it to Mina.

His saying "min habl" (from a rope) means from one of the sand dunes, and "Salat al-Fajr" (Fajr prayer) refers to the Fajr prayer in Muzdalifah. This hadith has been used as evidence by those who consider staying overnight in Muzdalifah a pillar (rukn), while the majority of scholars hold it to be an obligation (wajib) that can be compensated for by an offering (dam), based on the hadith: "Hajj is Arafat."

The meaning of "his Hajj is complete and he has fulfilled his needs (tafath)" is that he has performed most of the obligatory actions of Hajj, for "Hajj is Arafat" means that standing in Arafat constitutes the majority of Hajj. The meaning of "he has fulfilled his needs (qada tafathahu)" is that he has completed his rituals. It is well-known that tafath includes what a pilgrim does upon exiting ihram, such as shortening or shaving hair, and it also encompasses the completion of all rituals.
