The answer

The (sacrificial offering) is a confirmed for those who can afford it, and it is disliked for them to abandon it. The wisdom behind it is to revive the memory of Abraham (peace be upon him) and to provide comfort and bounty for the people. The one addressed by this obligation is he whose financial necessities are not affected by its cost. So, if someone is saving for a car and is in dire need of it, they are not addressed by the Udhiyah obligation.
