It is permissible for a woman to consider more than one marriage proposal at the same time before accepting any of the suitors. This is based on the hadith of Fatimah bint Qais (may Allah be pleased with her) when Mu'awiyah and Abu Jahm proposed to her. However, if she accepts one of the suitors, it is not permissible for anyone else to propose to her, due to the saying of the Prophet (peace and blessings be upon him): "A man should not propose marriage when his brother has already proposed, until the first suitor gives up or gives him permission."

If the woman knows that a more suitable suitor will propose to her after breaking off the first engagement, without any incitement from him, then there is no harm in her breaking off the engagement. This is because each party has the right to break off the engagement whenever they see a benefit for themselves. She should also seek Allah's guidance through Istikhara regarding this matter.
