Should we remain silent and wait for the two sisters to grow older so they can wear the jilbab, or should we disobey the parents and compel them to wear it?

One should continue to advise sisters and parents gently and kindly to wear the jilbab and adhere to Allah Almighty's command, seeking assistance from materials that clarify the ruling of the jilbab, which was commanded by His saying, "O Prophet, tell your wives and your daughters and the women of the believers to bring down over themselves [part] of their outer garments. That is more suitable that they should be known and not be abused. And ever is Allah Forgiving and Merciful."

A mature girl is obligated to wear the jilbab regardless of her age or social status. Parents are responsible before Allah for their children, as Allah Almighty said, "O you who have believed, protect yourselves and your families from a Fire," and as the Prophet, peace and blessings be upon him, said, "All of you are guardians and are responsible for your subjects."
