Is it permissible to seek another financier if there are prior promises from a first financier that have not yet been fulfilled?

There is no harm in seeking out the best financier for your project. If an agreement is reached with one, then apologize to the others. A promise is not binding unless the one to whom the promise was made incurs a cost because of it.
