Does impurity transfer from dry blood scabs formed on wounds if a person touches them with a wet hand, or does their coagulation prevent them from transmitting impurity?

A small amount of blood crust is pardoned by scholars. And what transfers from it of impurity to whoever touches it with a wet or moist hand is more deserving of pardon. It appears that the question stems from whisperings (waswasah), so we advise avoiding and disregarding such whisperings.
