What is the ruling on foreplay during the state of Ihram for Hajj, in which neither penetration nor ejaculation occurred? Is the Hajj valid, and what are the consequences of that?

It is forbidden for a pilgrim in the state of ihram (definition) to caress his wife with desire, and it is not permissible for her to enable him to do so. Whoever intentionally commits this act, knowing its prohibition, must repent and offer a fidyah (definition) (expiation) with a choice: fasting for three days, or feeding six poor persons, or sacrificing a sheep. The wife also owes a fidyah if she consented. However, if the act was due to ignorance of the ruling, there is no sin and no fidyah. The Umrah (definition) and Hajj are valid and are not affected by arriving in Makkah on the Day of Tarwiyah.
