Did Ibn Baz say that raising one's voice when sending blessings upon the Prophet is a misguided innovation and must be forbidden?

No fatwa has been reported from Sheikh Ibn Baz generally prohibiting raising the voice with prayers upon the Prophet (peace be upon him). Rather, he issued a fatwa stating that raising the voice with it between the rak'ahs of Tarawih is an innovation (bid'ah); this is because there is no religious text specifically allocating this time for praying upon the Prophet (peace be upon him), especially if done with a collective voice that disturbs the worshippers.
