Why has the authorship of those other than the Sunnis increased in political Sharia, and decreased among the Sunnis?

Scholars of Ahl al-Sunnah have written beneficial works on Islamic governance (al-Siyasah al-Shar'iyyah), among them: Al-Siyasah al-Shar'iyyah fi Islah al-Ra'i wa al-Ra'iyyah by Ibn Taymiyyah, Al-Turuq al-Hukmiyyah fi al-Siyasah al-Shar'iyyah by Ibn al-Qayyim, Ghiyath al-Umam fi Tiyath al-Zulam by Al-Juwayni, Al-Ahkam al-Sultaniyyah by Abu Ya'la and Al-Mawardi, Tahrir al-Ahkam fi Tadbir Ahl al-Islam by Ibn Jama'ah, and Tabsirat al-Hukkam by Ibn Farhun, along with other reliable works based on the Qur'an and Sunnah and the ijtihad (independent reasoning) of the Companions.
