Is it permissible to create a bank certificate to guarantee obtaining a credit card for use outside the country, then take the principal amount and donate the returns to road lighting or sewage projects?

If the bank from which the credit card will be taken is usurious, then it is not permissible to make a deposit guarantee with it, even with the intention of avoiding the usurious interest. Usury is not permissible except in cases of dire necessity, which is not present here.
