Is it permissible for the questioner's husband to be a mahram for her paternal cousin, who is also her sister through rada'a (nursing), for 'Umrah?

The husband is not considered a to anyone other than his wife. Therefore, it is not permissible for any woman other than his wife to travel with him on the basis that he is her mahram.
