The answer

Government housing assistance is not due to those who do not meet the conditions. As for taxes, if the state imposes them for a need and public interest, it is not permissible to refrain from paying them. But if they are unjust or spent not in the public interest, then there is no harm in evading them. The husband is not obliged to borrow money to provide housing; rather, he must provide suitable housing in a reasonable manner, and it is not a condition that he own it, but it is sufficient that he own its usufruct.
