Is it permissible for a detainee, who is prevented from using the restroom and whose hands and feet are bound, to pray without Wudu or Tayammum?

One who cannot find water or earth, such as a detainee, must pray to honor the time and repeat the prayer once he is able to purify himself. If the detainee is able to purify himself but is prevented from praying or is tightly bound, he should pray in his condition by gesturing and repeat the prayer when he is able to perform it with all its pillars, because honoring the time necessitates prayer, and because this rare excuse requires repetition.
