Is it permissible to draw lots among wives for housing if the husband refuses to do so?

The husband must provide for his wife equitably, including food, drink, clothing, and housing. The majority of jurists hold that justice between wives is obligatory only concerning the division of time and lodging, but not for other matters like gifts. However, some scholars are of the opinion that justice is obligatory in everything possible, and this is closer to correctness due to the Prophet, peace and blessings be upon him, saying: "Whoever has two wives and inclines to one of them over the other, will come on the Day of Resurrection with his side leaning." He is not obliged to house his two wives in identical apartments; rather, he should house each according to her needs. If he promised a specific dwelling to one of the wives or chose it because it is suitable for her, there is no harm, and he is obliged to house the other wife in a suitable place for her. He is not required to draw lots for this.
