What is the ruling on selling herbal cigarettes that are nicotine-free and contain tea?

Herbal or plant-based cigarettes do not contain tobacco or nicotine, and are composed of herbs, spices, and plant materials. They are not addictive, but they harm the lungs due to their production of tar and carbon monoxide. Since they are harmful, their consumption is impermissible, as the Prophet, peace be upon him, said: "There shall be no harm nor reciprocating harm." If their consumption is forbidden, then their sale is also forbidden, as the Prophet, peace be upon him, said: "Indeed, when Allah forbids a thing, He also forbids its price." Therefore, it is a condition for a sale that the item sold must be permissible for use in all aspects.
