What is the ruling on discussing Sharia issues in open gatherings among people, and what should be said to those responsible for forums that witness such discussions?

The discussion of Sharia issues is divided into three categories:

1. Issues established by text or consensus (Ijma'): It is not permissible to question these or make them subject to debate. Rather, people are called to act upon them. 2. Issues requiring ijtihad (independent reasoning) with probable evidence: There is no harm in presenting these for discussion and dialogue in forums, provided that the discussion is based on evidence and the sayings of scholars, conducted with politeness and without fanaticism, and that important issues are given priority. 3. Submitting Sharia issues to a vote: This is rejected because Sharia rulings are not established by the number of votes, but by scholarly discussion based on evidence. Furthermore, holding votes on Sharia issues may lead to insulting and disparaging the rulings of Allah.
