What is the ruling on one who buys an offer from a company for an amount greater than what he benefits from in return for draws?

If the buyer's intention is to draw specific prizes and he pays an additional amount over the price for that purpose, then this is prohibited gambling. This is because he will either win the prize or lose the amount he paid in excess of the price, and the intention of gambling is clear here. Therefore, it is not permissible to engage in this transaction.
