What is the ruling on paying a percentage of profits to an official in order to obtain work projects, knowing that rejecting the offer will lead to losing the work entirely?

It is not permissible to accept this transaction because it falls under cooperating in sin and aggression. The price offered is an unreal price that includes a commission or a gift for the agent, which is considered a forbidden bribe. The agent is liable for that increase, and it is not permissible to assist him in his betrayal. He must hand over what he was given as a gift or what he acquired through deceit to his employer. One must avoid Allah's wrath, for whoever seeks Allah's pleasure by incurring people's displeasure, Allah will be pleased with him and make people pleased with him.
