Whoever vows to perform a specific act of worship at a specific time, and that which their vow was conditional upon comes to pass, then they must fulfill the vow at the time they designated, due to the saying of the Prophet, peace and blessings be upon him: "Whoever vows to obey Allah, let him obey Him."

However, if one vows to perform Umrah absolutely, without specifying a time, or vows to perform it at a time but does not specify it precisely, then it is permissible for them to delay its performance.

It must be noted that opinions have differed regarding the exact date of the Prophet's birth, peace and blessings be upon him, and there is no authentic text confirming the precise day and month of his birth.

Even if one were to say that he was born on the twelfth of Rabi' al-Awwal, performing Umrah on this day holds no special merit over performing it on any other day.
