Is it forbidden for a man to have sex with a foreign woman, or is the prohibition limited to women from his own country?

His saying, Exalted be He: {And those who guard their private parts Except from their wives or those their right hands possess, for indeed, they are not to be blamed But whoever seeks beyond that, then those are the transgressors} indicates that it is not lawful for a Muslim man to have relations with any woman except his wife or those his right hand possesses, and anything other than that is forbidden.
