Is it possible to cite the verse: {And those who guard their private parts, except from their wives...} as evidence for the prohibition of masturbation? And does guarding one's private parts include a person not looking at their private parts or not touching them with lust? And is it permissible to look at the private parts for the purpose of touching them?

The majority of scholars hold that masturbation is forbidden. Malik and Al-Shafi'i cited the noble verse: "And those who guard their private parts, except from their wives or those their right hands possess, for indeed, they will not be blamed – But whoever seeks beyond that, then those are the transgressors." So, whoever seeks to satisfy their desire with other than a wife or a slave girl is a transgressor and has exceeded what Allah has made lawful. This includes masturbation by hand, due to the harms it entails, the exhaustion of strength, and the weakening of nerves. As for touching the penis out of necessity, such as for ablution (istinja'), it is permissible with the left hand, as this is established by prophetic texts, unlike touching it for pleasure and enjoyment, which remains forbidden.
