If the program is predominantly used for viewing forbidden content through channels, then it is not permissible to disseminate it or guide others to it, because it involves aiding in sin and transgression, in accordance with His (the Almighty's) saying: (And do not cooperate in sin and aggression). The rule is that whatever is used for both good and evil, its sale or gifting is permissible to someone who is believed to use it for permissible purposes, and its sale or gifting is forbidden to someone who is believed to use it for forbidden purposes. If its predominant use is for forbidden purposes, then it is not permissible to sell or gift it to someone whose condition is unknown; rather, it should only be given to someone who is believed to use it for permissible purposes. The Permanent Committee has issued a fatwa stating that anything used in a forbidden way, or predominantly believed to be so, is forbidden to manufacture, import, sell, or promote. The reality is that these channels are predominantly used for forbidden purposes, and therefore, it is not permissible to give their devices or programs except to someone who is believed to use them for permissible purposes. This program must be removed, and the sin falls upon the viewer and whoever guided or aided him.
