Is the hadith, "Expel the polytheists from the Arabian Peninsula," abrogating or abrogated?

The Hadith narrated by Al-Bukhari and Muslim concerning the expulsion of Jews and Christians from the Arabian Peninsula is not abrogated; rather, it is among the definitive Ahadith that must be acted upon. Several other Ahadith have confirmed the same meaning, including the Hadith of Umar ibn Al-Khattab, may Allah be pleased with him: "I shall expel the Jews and Christians from the Arabian Peninsula, leaving no one but a Muslim." The Arabian Peninsula refers to the region bounded by the Red Sea, the Arabian Gulf, and the Indian Ocean, extending north to the borders of Al-Sham and Iraq.

Scholars such as Ibn Baz and Ibn Uthaymeen have affirmed the obligation to expel disbelievers from the Arabian Peninsula, stating that it is not permissible to bring them in or allow them to reside there except in cases of extreme necessity deemed by the ruler, with emphasis on not granting them permanent residency. They also stipulated that it is not permissible to build temples for disbelievers in the Peninsula, and that any that have been built must be demolished. They stressed the necessity of relying solely on Muslims to meet needs and selecting those characterized by uprightness and strength, who distance themselves from innovations and overt sins.
