Is it correct to say that "Allah guides only those who seek and desire guidance"?

The term 'guidance' (hudā) is used in the Holy Qur’an in two ways: general and specific. As for general guidance, it means clarifying the path of truth and elucidating the proof. The meaning is not that whoever desires guidance, Allah guides him, because Allah may cast guidance into the heart of one who is averse to the truth, and He guides whom He wills. "Say, 'To Allah belongs the conclusive argument. If He had willed, He would have guided you all.'" (Al-An'am: 149). And whoever strives to seek guidance, Allah bestows it upon him. "As for those who strive in Our cause—We will surely guide them to Our paths." (Al-Ankabut: 69). A person cannot guide himself except through the grace of Allah Almighty, and his diligence in acts of obedience comes after Allah's grace. And Allah knows best.
