What is the ruling on the oppressor in Islam if the oppressed does not forgive him?

Injustice is forbidden by Islamic law. If an oppressor does not free themselves from their wrongdoing by restoring rights or seeking forgiveness from the oppressed, a portion of their good deeds will be taken equal to the injustice committed. If they have no good deeds, then some of the sins of the oppressed will be cast upon them, equivalent to the right due to them. This is based on the Prophet's (peace be upon him) saying: "Whoever has wronged his brother concerning his honor or anything else, let him seek forgiveness from him today, before there are no dinars or dirhams. If he has good deeds, they will be taken from him in proportion to his wrongdoing. If he has no good deeds, then some of the sins of his companion will be taken and cast upon him."
