Is repentance permissible for kissing a man and doing another ugly thing with him without penetration, and is this considered sodomy, and how does one repent in this situation?

Repentance is obligatory for those who commit sins, and what was mentioned is considered an act of sodomy, but it does not reach the level of a major indecency (fahisha) that necessitates a prescribed punishment (hadd). Repentance consists of abandoning the sin, resolving not to return to it, and regretting having committed it. The questioner should frequently seek forgiveness (istighfar), feel deep regret, perform good deeds that efface sins, and have a good opinion of Allah; for Allah's forgiveness for the repentant is greater, and His mercy towards them is wider. The one who repents from a sin is like one who has no sin.
