Is it permissible to delay Witr prayer until after Dhuhr prayer?

The time for Witr prayer ends at the break of dawn. The Malikis hold that it has a necessary time that extends until the performance of the Fajr prayer, but they consider it reprehensible to delay it until this time. Delaying Witr until Dhuhr means intentionally abandoning it until its necessary time has passed, which is even more reprehensible.
