Whoever acquired unlawful money through bribery must repent to Allah and dispose of this money by giving it to the poor and needy or spending it on public interests. It is permissible to lend this money to those in need. If your friend is poor, give him the money as a means of disposing of it. If he is ashamed, tell him it is a trust to be delivered to the needy. If he is not in need but wants a loan that he will repay, there is no harm in lending it to him. If he returns the money, give it to someone else. It is also permissible to write in your will that this money is a trust to be disbursed by your family according to its legitimate channels should you pass away.
