Is the hadith “Whoever dies without obedience upon him dies a death of Jahiliyyah (ignorance), and whoever removes it after pledging it has no excuse” authentic, and what does it mean?

The hadith "Whoever dies without an oath of allegiance on his neck dies a death of ignorance (Jahiliyyah)" was narrated by Ibn Abi Shaybah and Ibn Abi Asim, and Al-Albani graded it weak. However, its meaning is confirmed in Sahih Muslim from Ibn Umar with the wording: "Whoever withdraws his hand from obedience (to the ruler) will meet Allah on the Day of Resurrection with no proof (or excuse) for himself, and whoever dies without an oath of allegiance on his neck dies a death of ignorance (Jahiliyyah)." Shaykh al-Islam stated that the hadith implies that whoever is not obedient to the rulers or rebels against them with the sword dies a death of ignorance. This includes those who fight out of tribalism, but it does not render a Muslim a disbeliever. Al-Nawawi mentioned that the meaning of "no proof (or excuse) for himself" is that no excuse will benefit him.
